Shizuka Kato is a Policy Analyst at the OECD, specialising in skills and lifelong learning policies. She is currently based in the Directorate for Employment, Labour and Social Affairs, where her work covers skills-first approaches in hiring and training, talent and skill shortages, and individual learning accounts. She previously worked in the Directorate for Education and Skills, leading projects on micro-credentials and contributing to higher education initiatives on digital transformation, labour-market relevance and graduate outcomes. Before joining the OECD, she worked at Waseda University in Tokyo, advancing student and staff mobility and strengthening international partnerships as part of the International Affairs Division.
